ANNUAL MEETING

March 13, 2007

 

 

The March 13, 2007 Annual Meeting was called to order by Clerk Jo Ann Pohlman at 8:15PM, at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including:  A reporter from the Voyageur Sentinel and 11 members of the community.

 

Clerk Jo Ann explained the purpose of the Annual Meeting and reminded everyone that it is a public meeting, anyone may attend, but only eligible voters of the Town may act at the meeting.  Voting was to be done by a show of hands.

 

Clerk Jo Ann asked for nominations for a Moderator.  Ruth L. Carlson nominated Jeff Sanborn, with a second by Butch Eggen.  Jo Ann asked for any other nominations three times.  There being no other nominations, the nominations were closed with Jeff Sanborn being nominated to be the Moderator.

 

Moderator Jeff read the Agenda.

 

Jeff asked for any additions to the Agenda; there were none.

 

OLD BUSINESS

 

Minutes of the 3/14/06 Annual Meeting – All attendees of the Annual Meeting received a copy of the Minutes of 3/14/06.  Jeff asked if there were any additions or corrections to the minutes.  There were none.  A motion was made by Terrie Hoff, supported by Ruth L Carlson, to dispense with the reading of the minutes and to approve the minutes as received.  All voted in favor and the motion carried.

 

Minutes of the 8/8/06 Reconvened Annual Meeting:  All attendees of the Annual Meeting received a copy of the Minutes of 8/8/06. Jeff asked for a motion to approve the minutes.  A motion was made by Sandra Bodkin, supported by Nancy Parvi, to dispense with the reading of the minutes and to approve the minutes as received.  All voted in favor and the motion carried.

 

Minutes of the 8/29/06 2nd Reconvened Annual Meeting:  All attendees of the Annual Meeting received a copy of the Minutes of 8/29/06.  Jeff asked for a motion to approve the minutes.  A motion was made by Nancy Parvi, supported by Ruth L. Carlson, to dispense with the reading of the minutes and to approve the minutes as received.  All voted in favor and the motion carried.

 

Minutes of the 2/13/07 Board of Audit Meeting:  All attendees of the Annual Meeting received a copy of the Minutes of 2/13/07.  Jeff asked for a motion to approve the minutes.  A motion was made by Nancy Parvi, supported by Betty Corcoran, to dispense with the reading of the minutes and to approve the minutes as received.  All voted in favor and the motion carried.

 

Treasurer’s Report – Clerk Jo Ann read the following Treasurer’s Report for fiscal year 2006:

 

Opening Balance            $     56,339.92

Receipts                           +169,366.06

Disbursements                   -166,704.29

Ending Balance             $      59,001.69

 

Moderator Jeff asked if there was any other Old Business from the floor.  There was none.

NEW BUSINESS

 

2007 Election Day Times & Location – Jeff asked for a motion on 2007 Election Day times and location. A motion was made by Jerry Pohlman, supported by Nancy Parvi, that the polls would be open from 10AM – 8PM for all elections, except the Annual Elections (should the date remain the same), which would be from 5PM – 8PM, all at the Fellowship Hall.  All voted in favor and the motion carried.

2008 Annual Meeting Date, Time, & Location – A motion was made by Sandra Bodkin, supported by Jim Pohlman, to set the 2008 Annual Meeting date and time for March 11, 2008 at 8:15PM or 7:30PM, dependent on the outcome of the vote, at the Fellowship Hall.  All voted in favor and the motion carried.

NEW BUSINESS (Cont.)

 

Review Proposed Revenue & Expenditures – Treasurer and Budget Committee Chairman Terrie Hoff reviewed the proposed 2008 budget revenues and expenditures.  Copies of the 2008 budget were distributed to everyone in attendance prior to the meeting.  Terrie reviewed the proposed revenues of $149,570.00 and the proposed Township disbursements of $101,570.00 plus Fire Protection for $48,000.00; totaling 149,570.00. Terrie asked if there were any questions.  There were none. Terrie thanked the members of the Budget Committee for their work.  Nancy Parvi asked why the levy amount for 2006 was lower than other years.  The response was that the debt had been paid off and there was a large enough cash balance from the previous year.

 

Moderator Jeff asked if there was any other New Business from the floor.  There was none.

 

Moderator Jeff asked for a motion to either approve the levy request of $81,170.00 or recess the meeting.  A motion was made by Mike White, supported by Butch Eggen, to recess the meeting to Tuesday, August 7, 2007 at 8:30PM following the Regular Board Meeting at the Fellowship Hall. There was discussion of the reason to recess.  The reasons presented were to allow the citizens and the Board to develop a clearer picture of the financial needs of the Town, and to include both voting and non-voting Crane Lake residents in the grassroots government process.

 

Election Results – Head Election Judge Shirley Sanborn read the election results as follows:  Supervisor – 3 Year Term;  Jim Janssen – 20 votes, Jim Pohlman – 1 vote, Mark Anderson – 1 vote, Mike White – 1 vote, and Butch Eggen – 1 vote.  Treasurer – 2 Year Term; Terrie Hoff – 27 votes, Bill Congdon – 1 vote. 23 votes were received to change the Town General Elections to the first Tuesday after the first Monday in November of even years; 7 voted against.   There are currently 122 registered voters in Crane Lake.  There were 30 ballots voted at this election.  The election results will be canvassed at the Board of Canvass Meeting immediately following the Annual Meeting.

 

All voted in favor of the motion on the floor to recess the Annual Town Meeting to August 7, 2007 following the Regular board Meeting at the Fellowship Hall and the motion carried.
