BOARD OF SUPERVISORS’ MEETING

July 13, 2010

 

The July 13, 2010 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including:  Supervisors Butch Eggen, Jim Janssen and Jerry Pohlman, Clerk Jo Ann Pohlman, Julie Kennedy of S.E.H. and 2 members of the community.  Treasurer Terrie Hoff arrived at 8:15PM.

 

Julie Kennedy of S.E.H. Engineering provided a presentation on the Comprehensive Wastewater Plan of the Namakan Basin Sanitary Sewer Initiative, summarizing what had been accomplished in the past year.  The Namakan Basin Joint Powers Board was set up in 2009 to carry out a comprehensive planning project that prioritizes the area’s wastewater treatment concerns within the Crane Lake Water & Sanitary District, Kabetogama Township and the unorganized area around Ash River. The mission of the JPB is to provide an environmentally sensitive and responsible solution to the problem of non-compliant and failing septic systems within the study area. S.E.H. was hired to provide engineering services for the Comprehensive Wastewater Plan.  Their draft report, which should be approved at the Namakan Basin JPB July meeting, includes planning area exhibits, cost estimates, treatment evaluations and more. BUSINESS

 

Additions to the Agenda:  There were none.

 

Minutes – A motion was made by Butch, supported by Jim, to approve the minutes of the 6/8/2010 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

 

Treasurer’s Report – Terrie read the June Cash Balances and presented the bills as follows:  Arthur Eggen – $87.00; CL Voyageur Days – $1,500.00; Border State Bank – $5,342.01; Jeff Sanborn – $50.00; Premier Pyrotechnics, Inc. – $4,500.00; CLVFD – $24,550.00; IRS – $144.42 & $254.75; CLVTB – $6,185.24 and Payroll – $523.22.  A motion was made by Jim, supported by Butch, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

OLD BUSINESS

 

Land Exchange/Community Property Project: There was nothing new to report.

 

CLWSD Report – Rob Scott:  The Joint Powers Boards met the last week of June.  The draft comprehensive plan will be presented for approval at the July meeting. The Namakan Basin JPB is planned to sunset at the July meeting but the board members will continue in an advisory capacity to the VNP JPB.  The Commissioners plan to hold the VNP JPB meetings at various locations within the planning area.  The Commissioners also plan to visit the areas.  A concerted effort will be made to provide public awareness and to secure more funding.  Rob reported that the plant had met all standards for the month of June.  Infiltration repair work has been completed at three locations; the Board plans to monitor the three stations for success prior to initiating further infiltration repair work.  More work will be done as funding permits.  Mediation with RLK is scheduled for July 27, 2010 in Duluth.  A Public Hearing for the planned sewer expansion along CSAH 24 is scheduled for July 29th at 7:30PM at the Fellowship Hall.  The estimated cost of the expansion will be $250,000 to be funded with grant money.  The District anticipates awarding bids for the expansion near the end of August.

 

Voyageur Days:  There was no report.

 

NEW BUSINESS

 

Election Judge Training Mileage Approval:  A motion was made by Jim, supported by Butch, to approve mileage reimbursement for those attending election judge training on Thursday, July 15th at the Clinton Township Hall. All voted in favor and the motion carried.

Coalition for Community Schools:  Tabled.

 

Other New Business:  Jim reported that St. Louis County has put the culvert project out for bids with construction beginning this fall.

Comments from Officers:  Terrie thanked Anderson’s for the use of their barge for the fireworks and Voyagaire Lodge for their addition of children’s games for the 4th of July celebration. Jim thanked Terrie for her work on the fireworks display.

Next Meeting:    Board of Supervisors Meeting, August 10, 2010 – 8:15PM, Fellowship Hall – following Primary Elections.
