January 14, 2003: Minutes

 

 

The January 14, 2003 Board of Supervisors’ Meeting was called to order by Chairman Ruth Carlson at 7:30PM, at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including:  Supervisors Ruth Carlson and Terrie Hoff, Treasurer Jacque Eggen, Clerk Jo Ann Pohlman, a reporter from the Cook News-Herald, and 9 members of the community.  Supervisor Mark Anderson was absent.

 

Addition of Township minutes to the CLWSD website was added to the Agenda under Old Business.

 

Minutes – Motion by Terrie, supported by Ruth to approve the minutes of the December 10, 2002 Special Meeting and the Board of Supervisors’ Meeting.  Motion carried.

 

Treasurer’s Report – Jacque reviewed the Cash Flow Statement and recommended the payment of bills as follows:  Cook News-Herald – $334.00; St. Louis County Assoc. of Townships – $349.04; Crane Lake Chapel – $6.00; and Crane Lake Volunteer Fire Department – $19,000.00 A motion was made by Ruth, supported by Terrie to accept the Treasurer’s Report and the payment of bills.  Motion carried.

 

Correspondence – The Clerk presented the correspondence.  A motion was made by Ruth, supported by Terrie to accept and place on file the correspondence as presented.  Motion carried.

 

 

OLD BUSINESS:

 

Cell Phone Service Update – Ruth reported that since the last meeting when she reported that she had spoken

To St. Louis County about using the tower at the landfill for cell phone service she had spoken to our new state legislator.  He will speak with lobbyists in St. Paul regarding our request.

 

Welcome to Crane Lake Sign – Co-op with CLVTB – Supervisor Mark usually reports on this issue.  Treasurer Jacque reported that the Voyageur Statue is back and will be in place by spring.  Research on the sign will continue.

 

Tobacco Licensing & Regulation – Letters have been written to local businesses that apply for tobacco licenses advising them to renew their license through St. Louis County for 2003.  A letter was also written to St. Louis County advising them that the Town of Crane Lake will not collect the license fee for the year 2003.  Supervisor Terrie recommended that the Board complete their research on tobacco licensing and regulation by the August 2003 meeting.

 

March Election – The filing for candidacy for officers to be elected at the March 11, 2003 Annual Town Meeting closed at 5PM on January 14, 2003.  Clerk Jo Ann reported the filings for office as follows:  Supervisor-1Year Term – Ruth L. Carlson; Supervisor-2 Year Term – Terrie Hoff and Jim Pohlman; Supervisor-3 Year Term – Mark Anderson and Jim Janssen; Clerk-1 Year Term – Jo Ann Pohlman; and Treasurer-2 Year Term – Jacque Eggen.  Clerk Jo Ann also reported that there are requests for absentee ballot applications coming in and that absentee ballot applications may be requested up to and including the day before the election.

Web Site – Ruth stated that Deena Congdon, a manager of the Crane Lake Water  & Sanitary District had sent an e-mail to the Town stating that the expense to add a page for the Town minutes to their website would be approximately $120.00.  The CLWSD has not stated what the monthly charge to the Town would be.

 

Chairman Ruth then asked if there was any other Old Business; there was none.

 

 

NEW BUSINESS:

 

Jeff Sanborn Presentation on Portage Usage – Jeff Sanborn spoke to the Board and community members present about the changes in usage of the Mukooda Portage.  The Snowmobile Club will be drafting a letter to be sent to the Town and others stating their position on the issue.

 

Township Governmental Legal Training Seminar at St. Paul on January 23 and 24 – Chairman Ruth stated that this seminar was not included in the 2003 budget but she feels it is important for an officer to attend.  A motion was made by Ruth, supported by Terrie that one person attend.  Motion carried.  Ruth asked that Clerk Jo Ann attend the seminar.

 

Consent Form – CLWSD – A consent form to be signed by the Town was received from the Crane Lake Water & Sanitary District attorney requesting right-of-way over roads and streets in Harding Manor, Baylis Crane  Lake Addition, and Chase First Addition plats.  A motion was made by Ruth, supported by Terrie to forward the consent to the town attorney for his review and advice.  There was discussion as to whether or not this would make the Town responsible for those roads. Motion carried.

 

Election Judge Appointments – The clerk presented the list of people available to be election judges to the Supervisors.  There are four people on the list who are qualified and available for the Annual Town Election on March 11, 2003.  A motion was made by Terrie, supported by Ruth to place the names in a hat and draw three.  Motion carried.  The names were placed in a hat and Gary Albertson of the Cook-News Herald drew the following names: Jim Phelps, Charlotte Bystrom, and Shirley Sanborn.  A motion was made by Ruth, supported by Terrie that Jim Phelps, Charlotte Bystrom, and Shirley Sanborn receive training and be the Election Judges for the March 11, 2003 Annual Town Election.  Motion carried.  Chairman Ruth requested that Clerk Jo Ann send a letter to all qualified election judge applicants informing them of their status and the decision process.

 

PUBLIC COMMENTS

 

Jeff Sanborn asked if the 2004 Levy would be approved at the March 11, 2003 meeting.  Chairman Ruth explained that it is possible, but the meeting could also be reconvened to a later date.  Jeff also asked when the Fire Department levy information would be needed.  The response was as soon as possible.

 

Gary Albertson stated that the preliminary levy can be set in September and adjusted downward in December.

 

Jeff Sanborn asked if there would be a Budget Committee.  Ruth responded that that would be a decision to be made by the Board.

 

 

COMMENTS BY OFFICERS –  Jacque reviewed the letter from the Crane Lake Visitor and Tourism Bureau which was sent with their loan of $25,000.  Terrie said she would not be at the next meeting, but she thought Mark would be attending.  Ruth said that February 4 is Lobby Day for townships at the Capitol and that it would be an interesting experience for anyone.  There is a bus leaving from Virginia for St. Paul at 7:30 AM and leaving St. Paul at 7 PM on that day.  Anyone can contact Clerk Jo Ann or Ruth if they would like to attend.  The bus fee is $35.

 

The next  Board of Supervisors’ Meeting will be on February 11, 2003 at 7:30PM at the Crane Lake Fellowship Hall with the Annual Board of Audit Meeting preceding at 6:30PM.

 

There being no further business the meeting was adjourned by Chairman Ruth at 8:10PM.
